Developer Preview won't let me update my new phone

Just got a new phone, and went to install the Developer Preview on it. But at the end of the setup it says, you need to meet the requirements. I installed GDR3 just fine on my previous phone. Do I have to turn off preview updates to get it work on my new phone?

You need to developer unlock it first. Have you not done that yet?
