In order to run the Windows Phone 8 emulator (using Hyper-V), your processor must support Second Level Address Translation (SLAT). On the AMD end, this is accomplished through a hardware feature called "Rapid Virtualization Indexing" (RVI). According to the SLAT page on Wikipedia, AMD processors have had RVI capabilites ever since introduced via the 3rd generation of Opteron processors (which came out in 2007/2008).
