How to upload my all applications to windowsphone store? the problems is, I don't have credit card to buy store license . Is there any other way to upload apps to windowsphonestore for free?

account fee is $19/year for individual account $99/year for company account.
whereas the cost may be different due to currency rate of your country you can find your fee from here

so that, i will be able to publish as many apps i want, correct?

there is no free developer account buddy the one which you are talking about is unlocking your phone for development this will allow you to deploy 2 apps you created to your phone it wont allow you to publish apps on store.
and you need to pay $19 if you wanna publish your apps to store.
and this will entitle you as a developer

and for developer account you will need a credit card or debit card which should be verified by visa or maestro card.

and windows 8/8.1 64bit operating system as wp8 sdk requires 8/8.1 64bit os

thats ok. i m using macbook air, with Win 8.1 64bit. 4 GB RAM.

I still create applications even without store license. By next i can get a card
