Develop Unlock wp7

hello,
Im not sure if this right to ask it here, and im sorry if this question is already made before.
Im trying to develop unlock my Lumia 710, and Ive read this at microsoft page:

Here?s what you can already do for free:
Build Windows Phone apps and Windows Store apps
Get free development tools, including a Windows Phone emulator to test your app on
Sideload your apps so you can test them on your own Windows Phone
Find resources from Microsoft and the developer community that can help you succeed

i dont have an App Hub account and i get an error when im trying to unlock my phone.
Is it true that you can unlock one phone, with only a windows ID?

No you need an unlock code from the carrier or a 3rd party to unlock your phone, a Windows/Microsoft ID won't do that,
and if not true, you'll get the right answer soon I'm sure, but I don't think an ID will do it.

Thanks for the help,
but i didnt bought my phone from a carrier, so i dont have problem with that (to be sure i called my carrier and they told me that they dont have anything to do with that).
I just want to run my Apps with my phone.
