    Developing an app is free in the studio.. (IE11 www.appstudio.windows.com))) .

    but posting it to Windows / phone store. one need to have a $19/- developer subscription?
    Or I'm going in the wrong way.

    I don't know if this is too late, but Microsoft changed (1-2 months ago) that you would only need to pay once for the Developer Account, and that there no annual fee's anymore.

    Developing Apps and Posting Apps in store are two different things my friend. U need a windows store account and get registered as a developer for getting your Apps in the store. The App Store Service is not free.
