Hey guys I've started learning some basic programming and I'd like to work up towards proper app development. I'd like to start messing around with UWP on Windows 10 and Windows 10 Mobile and I was wondering how to get started. What tools will I need, etc. I'd appreciate any help, thanks.

I've moved your thread to the Developers Corner forum, since you should be able to get better help from fellow developers rather than regular users.

Thank you. I'd also like to add that I'd love to find some tutorials and in-depth guides on how it all works. I'm learning Java.

I second the absolute beginners series from Microsoft, especially if you're just picking up some basic programming too. Eventually you can move on to the "Developer's Guide to Windows 10". They talk a lot about all the different components you'll be able to use to make Windows apps. I chose the video topics I wanted to know for my app and it gave me a decent intro. I noticed Googling for Windows related app development is tricker compared to iOS and Android development.
