Assuming you already have your code written in a visual studio project, in visual studio , select the 'project' tab at the top then select 'store' > 'create app packages'. Say no to building packages to upload to the windows store then you can change the version number, processors you want to target etc, then click create.

When it's done, navigate to the output directory and depending on the settings you've chosen, you should find either an 'AppX file' or 'AppXBundle' file. You can install these on any Windows 10 device with developer mode on. You can deploy wirelessly to a device using windows device portal or send the file your device and open it in the device's file explorer and you'll be able to install it there.

If this doesn't work for you please let us know what version of Visual Studio you are using and whether you are making windows phone apps or UWP Windows 10 apps.
