Edge and responsi ve websites

I was browsing some website with edge on ThinkPad 8 and it doesn't act like iOS or Android browser. I tested with my tablet in tablet mode portrait.

On first website I could not pinch out to fit the all page
On the second it didn't seem to fall in bootstrap range that covers vertical android / iPad browser

Is it a known issue?

What website? Was it really responsive, because a responsive website doesn't factor in browser, but screen size.​
