Looks like Ms. Splosion Man is one of this weeks Xbox Live titles for WP8.

Only available for WP 7.5, as per his follow-up tweet.

I understand that it is great to have new games coming out for WP7.5, especially when a lot of new games are WP8 only. However, it just doesn't make sense why Chaos Ring and Ms. Splosion Man wouldn't be released on WP7.5 and WP8 simultaneously. WP8 is the future so doesn't it make sense to come out for it first and then get the WP7.5 version working?
