Here's an article (with a Dead Rising 3 video) explaining what SmartGlass can do and how it's improved: Xbox One’s SmartGlass Functionality Explained - IGN

I guess the difference might not be so much in functionality per se, but the fact that the console is built from the ground up with support for SmartGlass, rather than it being an afterthought towards the end of it's lifecycle.

With the ability for the game characters to 'call' you through smart glass (whether you're playing DR3 or not) reminds me of an Alternate Reality Game I remember being a part of when I was in high school. I can't remember the name, but it was a detective/conspiracy theory web game that you tried to solve clues for some mystery. The characters would call you to further a long the story. It was pretty cool, if not a bit creepy as you would get phone calls at weird hours of the day and the acting on the other end was pretty decent... I always had to warn my dad that a game was going to call so he nor my step-mom would freak out when some crying woman or pissed off guy would call the house...
