Can you boot into Safe Mode?
If so, then going back to a previous System Restore Point would be a possible solution I guess.

Keep pressing F8 during booting, you should get a white-on-black menu that has several start-up options; one of them is Safe Mode.

Instructions? But are you sure if I keep pressing it then I have to choose safe mode?

I really don't know how to explain it otherwise... There should be videos on YouTube on how to boot into Safe Mode using F8, and even on doing System Restore.

The way to solve your problem is System Restore.
However, the only way you can get to it, given the state of your computer, is by booting into Safe Mode - which loads a basic, no-bull**** Windows desktop environment.

With Network or without it, doesn't matter, System Restore is done locally.
Navigate to Start >> All Programs >> Accessories >> System Tools and open System Restore from there. Choose a different System Restore Point from the one recommended, then tick the Show more restore points checkbox. From there, you pick a restore point that was created before the problem happened, and then you go on with it.

I guess the only way out is to reinstall Windows in the same partition, without formatting. Your old installation will be put in a folder called Windows.old where you can find your previous data.

Download an appropriate Windows installation ISO - I advise Windows 10, 32 or 64 bits depending on your machine - put it in a USB stick through Rufus - Rufus - Create bootable USB drives the easy way - boot the machine from the USB stick, and install Windows on the same partition of your existing installation. There are videos on YouTube that show you how to do it if you don't know.

I don't know what tablet you are using, but you can't fix your computer without a Windows installation media (USB, DVD, whatever). I am assuming it's not a Windows tablet so you can't make a bootable USB from the Windows 10 ISO using it. I am at a loss for words...

Other than asking a friend to create the installation USB stick for you or getting a DVD/USB from someone else? I don't know. :(
