Newbie Question About Apps Removed from Windows Phone Store

I found out my favorite game, Galactic Reign, will be removed from the Windows Phone Store tomorrow. I don't have a Windows Phone, yet so I have two basic questions:

1) If I download the app (not purchase just download) to my PC, can I install it later on my WindowsPhone and purchase it, eventhough it isn't in the store anymore (but of course on my SD Card)
2) If an app I purchased is removed from the store and then I delete it, if I have the app backed up to my PC, can I reinstalled it from the SD card to my phone without issue?

It's going to be removed from the servers in December, so it would be a waste of money to buy it at this point. You'd lose it when it's taken down, since it won't work once if off the servers. From the article here: "The game’s online servers which power the system, will be taken offline December 31st."
