Windows Central Question

Failing to download 'Whatsapp' videos from my Sony Xperia phone using Windows 10

When trying to download a whatsapp video into the picture folder on my computer a message is displayed saying the picture folder is in use and try again later - previously downloaded in windows 8.1 with no problems.

Do you have MTP or PTP checked?

Eject and disconnect the phone from your Win 10 box.

Download this utility tool: View any installed/connected USB device on your system > extract the folder and open it > right click the .exe and "run as admin"

In the view of drivers > uninstall/delete any that are for your phone > close the utility

Connect your Experia to the USB port on your Win 10 box and let the drivers load.

<edit> Also try uninstalling and reinstalling ADB.
