I was thinking about picking up a no-contract ATT phone and unlocking it thru a 3rd party.

Some months back, I was always reading that this was difficult to impossible. Has this changed?

You can unlock it for free through AT&T themselves really. Some people have had success with a 3rd party unlocking their phones too.

But it is my understanding that you have to have been a customer for a period of time.

I am not an atnt customer. Nor do I live in the United States.

There is an option on their website for "Non atnt" customers. You need the phone imei number and a valid email address.
