Lumia 830

The device is very well built, is thin, doesn't overheat, and has better than average battery life. On the flip side, it's not exactly the fastest kid on the block and the display could be better, but overall it's well rounded product for the price (initially it was too expensive). IMHO the camera is the device's stand-out feature.

Take a look at the camera reviews I linked to for more detailed information.

No, there are many "decent" mid-range devices out there. You did however ask about the camera, and the 830 or 640 XL are the only two mid-rangers I'd consider if the camera is your primary interest. Since you specifically mentioned low-light I'd definitely prefer the L830 however, as the L640XL lacks OIS which becomes important in low-light conditions. The L830 and L640XL are compared in the first document I linked to.

Allegedly there is also a Lumia 650 in the pipeline, but as of yet we know almost nothing about it.

If you want a modern SoC go with 830. Pureview and Lumia Camera 5 goodness + OIS. Decent in low light, but not the very best Lumia has ever offered in that regard. The camera on 830 impresses me as a great all around.

Older SoC and give up LC5 added functionality, but saving a few $$$ - go with Lumia 925 or 928. These are the modules praised for low light and the xenon flash on 928 is very nice.
