Can I get a refund for an app game on my phone?

I tried to pay for a $4.99 battle bundle on Herobots and was booted for a non connection. It popped up like that for four times till I gave up and now I have two bills for it when I wanted one at the time. Now I would like the full $10.84 refunded since I was not allowed and thought that the transaction never happened. I do not want the battle bundles and I also have not received it either.
