I have a nokia lumia 521 which is locked to T-Mobile USA, every effort to unlock it as been in vain. I would love to know, will the sim lock be removed if I flash a new firmware. Thanks in advance

Lock status can be read/changed via firmware but actually resides on the motherboard. Changing firmware won't affect it.

    Are you the original owner?

No one will be able to unlock it if it does not meet the requirements T-Mo has set. https://support.t-mobile.com/docs/DOC-1588

What if I format it with firmware that is not meant for T-Mobile

Makes no difference. The carrier lock is completely independent of firmware.

Further, the only firmwares available for the 521 are T-Mobile and MetroPCS. Anything else would be risky because it's different hardware.

Why won't T-Mo unlock it is the question... You are better off figuring that out.
