Signed up for Groove Music, works o iPhone but not on Surface

I've signed up and paid for a Groove music pass. Groove on both my Surface 3 and on my desktop fail to recognise it and fail to let me stream, only purchase.

Groove app on my iPhone recognised my music pass almost instantly.

After making two separate track purchases one on the surface one on my desktop, manage my devices does finally now list all three devices (originally it was only the iPhone but this is since about 10 hrs ago) but still the Windows apps fail to recognise I have a music pass.

Purchased tracks sync between all 3 devices. Only the iPhone app allows radio or 'adding to collection' without purchasing.

Both devices are running consumer stock Windows 10 (not insider preview).
All devices are logged into the same Microsoft account.

Any ideas how to solve?

Not a iPhone user, but when you sign up for Groove, you do it on an "Account" and then you can have it on X amount of devices, do you sign up with the same account on the iPhone as the Windows devices?
