Tweaking Utility for Fonts size , etc?

The ability to change how big things appear on the display is fairly limited compared to, say, XP. When I play with personalizing the display, when I get one thing to be more readable, it messes up something else, like being able to reach the 'apply' button somewhere. Is there some tweaking utility that gives more options? My first interest is making the system font bigger, but not at the expense of things on some screens being off the display, or otherwise inaccessible. 130% is about as big as I can go before something is negatively affected--such as the ability to hit all the buttons in the HP Support Assistant app.
