Why does my battery percentage drop immediately after I take it off the charger?

Please Help !! ( Battery Indicator Problem )

After upgrading htc 8x to wp 8.1 DP when i charge my phone to 100% immidiately after unplugging the charger it drops to 99 or 98% !! An annoying Problem. What should I do?
Hard & Soft reset did not solve the issue.

I have no idea, but same thing on my L735.. In like 15 minutes of not using it at all. Anyways I think I had the same issue on my old Ativ S.. It got fixed it self after some time so I don't know
Edit: Ah I meant it didn't even go past 98%

Same problem on my Lumia 730. It just drops from 100% to 97%, just like that, within few minutes of unplugging despite lying idle.
