With the 2 default camera apps or Proshot?

I dont know squat about camera's,so I rely on the phone more or less to get it right for me.Mostly at dusk to night time I get fuzzy, grainy pictures like this:

Is there a way to make the picture more clear?

That's because in when you set it on auto (ISO increases in low light) or set it manually in low(er) light
the higher the ISO = more noise and pixels standout/grainy.
Use the lowest possible ISO that you won't get camera movement with
so you don't substitute less grain for more blur.
Using the flash will allow you to uses a lower ISO and slower shutter speed but in some
scenes/objects like the above you'll get reflection off the Plexiglas
or too much light and things look washed out -flash is best 3-5 ft from the subject.
You need to experiment to see what works most of the time.
