HTC One M8 for Windows bootloader same as Android version?

Since the phone is just a port of the Android version (which came with a locked bootloader that is super easy to unlock), does that mean the WP version is also equipped with such a bootloader? And if so, could the Android root software be used to unlock said bootloader for developmental purposes?

The answer is as short as it is simple: no. The bootloaders found on Android devices are entirely different from those on WPs.

If I'm understanding this correctly, its not possible to get a HTC ONE M8 for Android and put Windows 8 on it despite the phones being the same?

To both of the above questions the answer is: No. You might want to read up how WP utilizes TPM chips to learn why.
