finally found the solution for this the problem is because of system corruption files in mobile what i did is i used windows recovery tool again for a clean install of windows and it worked out(i didn't used backup file and i started fresh)

i have getting an error 0x8007002 in lumia 730 after degrading from windows 10 to 8.1 by windows recovery tool. i tried hard reset and soft reset but when ever i update or download packages i get :-( It's probably a temporary problem. To try again,go to settings >Phone Update (0x80070002)...
