This tutorial is for devices running Windows 10 Mobile. I will check to see how to side load a registry editor to Windows Phone 8.1. Also, I am not sure about the status of upgrading to W10M from 8.1, aren't you able to upgrade via the Windows Insider app? It is available in the store here...
