You're using the Skype Preview, recent builds, on both right? And Skype is set as your Messaging app on the phone? The sync stuff was removed from the stock Messaging app a loooong time ago. MS wants you to use Skype. And it mostly works, just with some minor glitches.

That functionality only exists in Skype Preview. It's gone from the Messaging app, and has been for months. You need the appropriate builds both on your mobile and desktop devices. Once you get that fixed up, it's (mostly) working, though some people complain of various glitches. Brad.
