Hi, the drives should power up without the motherboard. Is the power supply fan spinning? If so, have you tried powering the SATA DVD-RW drives individually? If you have a multimeter, you could check the voltage from the power connectors going to the drives. They should be 12V.

I believe you would need to do a fresh install to get Windows 10 home back. There are mentions of doing an in-place upgrade (see link below), but I have not tried this...
