I used the button sequence to perform a factory reset of my HTC One M8 windows phone, now its at a screen with a lightning bolt and a gear, does this mean its resetting?

I have the HTC One M8 Windows phone running the latest preview for developers. I just got the phone and transferred all my data from my Nokia 928. Now when I go into notifications + actions none of my apps are showing up so I can change the sounds IE facebook, twitter, NFL. The only ones showing...

I did that but, only email and typical os apps are there, nothing for 3rd party apps???

Can you change the alerts for applications, I am currently running the latest update for developers and have the htc one m8 for windows. Any help would be appreciated.
