I am also running devpreview 8.10.14192.280 on my lumia 1020 and background syncing works with my Fitbit Zip. I had to update my fitbit, though. Does it automatically activate Bluetooth on your phone when you try syncing? Also, sometimes I need to tap on the Zip a few times to "wake it up"...
