I'm now on 10586.318 on Release Preview and my wifi hotspot works perfectly. I just flashed back to 8.1 and re-joined Release Preview yesterday. You may need to do a hard reset of your phone.

Use backup feature and make a recent backup for your phone. Download and use the Windows Device Recovery Tool which will roll you back to 8.1 Install the Insiders App and sign up for Insider Preview Release build.

I've had it both ways and opposite, even after hard rest. so yes, I've noticed it.

NPU says 10586 froze some devices in an endless boot loop. I think it will be fixed but roll out will be limited. 1520 and some develped units first. icon will benefit from 1520 exact specs but we won't get official. After time it will roll out to other devices. Although 10581 is pretty stable...
