I have a HK 1020 in HK and was experiencing the same error. I just kept trying and it eventually downloaded the update. Maybe just a congested server.

The UK Surface Pro site has been updated slightly (Surface with Windows 8 Pro is powerful) since the last time I checked. It now lists a blank price, i.e. "Starting at ?..." I'm probably a bit too eager, but it's a good sign if you ask me. At least we know it'll be sold in ?'s here in the UK ;)
