    No like all the apps that are running in background at present like task manager in windows 8/7. You are telling what apps are allowed to run in background.

    Screen Issue in Lumia 520

    I think you are talking about magnifier. If that's the case make sure Screen magnifier is OFF(Settings => ease of access). Hope it helps
