You control what folders from OneDrive are available on your PC in OneDrive settings, account tab.

You choose, in ondrive settings, what folders/files you want on to sync from OneDrive to your PC.

You have an 8.1 phone. Support for Windows Phone 8.1 ended on July 11, 2017 and the store closed last December. A phone that has been reset can no longer accept an account. The phone will never work.

Support ended for 8.1 in 2017 and the store closed in Dec 2019. The 530 can not be upgraded to 10. Nothing you can do, not even add an account to the phone. Anything you try to do is a waste of time.

Don't know other things you have done but, In location settings I have another paragraph above ' Allow apps to access your location ' It is titled ' Allow access to location on this device' and mine is turned on. The button below it says ' Location for this device is on ' Don't know about the...

Leave my OneNote on quick notes, probably about a dozen of them. Tap a note, make a change, create a new note, close the app. Next time you open the note the change is there. There is no syncing, you are making a change to a file on Onedrive
