    To the best of my memory, there is no way to force it to maintain the hotspot. If you aren't connecting another device to it, it will shut itself off to save battery.

    I'm not sure how it's considered a loss. So, you had your Windows phones and devices and got the use out of them while you had them? And technically, those Windows Phones would still work. But you should use whichever technology best suits your needs.

    The bigger processor and more RAM will help do multitasking, running your browser with a hundred tabs open, that sort of thing. The Dell would give you a better graphics card, so it depends on which games you're hoping to run to determine which PC would better suit your needs.
