This seems to have been resolved, as my local searches are now... local once again.

It does. And the problematic maps appear to be the ones you can still open with Bing. Here Maps, as a standalone app, works considerably better and gives accurate local results.

Premier may still save you enough to make it worth your while--it waives the activation fee ($36) and gives you $25 off your order, which adds up to the cost of the camera grip. Depending on your employer/school, the monthly contract rates may be better as well, so it's still worth examining.
