    I was going by the article linked in the OP, which claims it will ship with 8.1. Regardless, my point doesn't change no matter what they call the update; the update (if the rumors are correct) will allow the higher resolution screen and the processor to have more cores.

    As was mentioned, the 520 doesn't have the 1700/2100 Mhz bands that you need for 3G across T-Mobile's network, so it will only work in areas where T-Mobile has refarmed the 1900 Mhz band. There is a map of areas, reported by users, where 3G is working on the 1900 Mhz band here.
