    Update: I used the above Rogers software and it installed perfectly. Also, for anyone who's interested, this was a Rogers ROM installed onto an AT&T phone, and I had no issues whatsoever. Further, it DID add the option to change the max. network speed to 2G/3G/LTE, which in turn did solve the...

    I managed to find the Rogers ROM, although I didn't get a chance to try it out yet. I'll leave the link below. Does anyone know if it's Ok to flash an AT&T phone with the Rogers' ROM? My reason for doing so is that there doesn't seem to be an option to set the maximum data connection speed...

    My guess would be that you have automatic Windows Updates enabled, and your carrier doesn't support Data Sense, so it's downloading the updates over the mobile network. Since Microsoft released it's first update around the time you began experiencing the issue, this would explain why it happened...
