My Outlook.com calendar syncs with my Chronos Calendar app on my Nokia Lumia 610 phone. However, my subscription calendars (that sync with my Outlook.com calendar) don't sync with either the Nokia calendar app or Chronos.

What happens if you try Calendars/Culture/English(United States)? I haven't tried this so just a guess.

Mine wasn't free, but very inexpensive. I don't mind at all paying for software that works. There's so much expensive junk that doesn't.
