Crapware won't affect the startup much unless it started at startup or you have a very small boot drive. Startup is affected by what's running. Stuff not running will only affect if the drive free space is low.

Well whenever videos are buffering means the connection is slow. This mostly happens when streaming from the internet but could happen on external hard drives. In other word the video isn't being receives at the speed it's being played at.
