From what I have found in a search, the Vivoactive 3 is known to not be supported on Windows Phone. https://www.windowscentral.com/garmin-drops-support-vivoactive-3-windows-phone fgol is using a VivoactiveHR. I'm considering either the VivoactiveHR or a Vivoactive.

Every Windows phone I've ever had has worked this way with ProShot and the native camera apps as well. I don't recall my old Android Froyo phone but I think it worked that way also.
