Mine is also totally broken! No voice input. Text input ends ends in app crash. Build 10586.36. The feeds get loaded though. Surprisingly it was working fine when I had updated from windows 8.1 without doing a hard reset. After doing a hard reset in windows 10 Cortana has broken!

The DNS address set by the ISP in my router was causing the same issue on my phone. Since setting alternate DNS address is not an option in Windows phone, try changing the address to some other one on your router. Try this only if DNS is a problem!

Seems a lot of work. Though my phone is a country variant the same effort may be required. I dreamt of a custom boot and logon screen like I used to do on PC! Anyway thanks for sharing the information.
