    You can develop and debug on your own phone for free. If you want to publish to the app store you have to pay, I think it's still $20.

    small detail, maybe obvious. windows phone 8 silverlight is different than 8.1 RT. Follow the latter. I kept trying code that didn't work because I was relying on older silverlight libraries.

    One thing that helps is focus. Try to pick one app to make and go for it.
