Andromeda seems more PC focused to me. Therefore, I don't think Microsoft cares too much how many phone apps it has (e.g. snapchat, banking, etc.) at launch. I think it will be pushed with a huge focus on its new continuum capabilities (Version 1 of Polaris) and its tablet/journal/inking...
