Why not we have instagram beta too right and ngram beta so it is possible in a way. And there were only a couple of bugs really.

Ok can we install whatsapp through a xap file or not? I can install the old versions but then its says i need to update to verify my number... Anyway to work around? There is got to be a way a developer must know this!!

I think because they can do much more with 7.8. And now on wp 8.1 they had to unpublish it because they couldn't get it to work. Me personally i think they wanted to update whatsapp a long time ago to be "complete" like on iOS and Android but they just could not do it.
