JPW- OK..taking your suggestion & leaving VGA behind - I used an "apple mini-display port to DVI adapter" and works with no problems. External Screen & Surface go to sleep & come back up with no external monitor distortion, as happened with "MS mini-display port VGA adapter" ..bothers me...

that makes sense...I'll have to try that once I get a DVI adapter...I suspect the problem is with the port talking with the vga accessed monitor..

Is your external monitor set to 150% or 100%? I have had some issues when scaling external monitor to 100%. I read somewhere that MS is working on a fix for scaling when working with an external monitor.

Eealy Release on 7.8 I believeit would be in Microsoft best interest to release 7.8 prior to the in store date of Iphone5. Reason: It will hold back anyone currently using a Windows Phone from potentially jumping over to the Iphone 5.
