The purpose is only to finish installing the updates using your credentials, so that if for example you put your computer on update at night, go off to sleep, then you have the computer ready to use next time. A logout and re-login with monitors plugged in usually solves this issue. The DPI settings in Windows 10 are not the best. Although there have reportedly been major improvements related to DPI scaling in last 2 Windows Insider Fast builds.

Are the Network adapters up-to-date on the SP4? If you're using 5 GHz only band on SP4's WiFi, that might be the problem. If it is set to Auto, something else's wrong. Can you stream from your XBox to your SP4?
