It will be business focussed. Guessing there won't be any carriers will be selling it to consumers anywhere in the world. Probably we'll be able to get a sim free version it from HP directly, or from MS stores so the only question will be the price and compatibility with various US networks...

It works fine on IE or Firefox. Just not Edge because it doesn't allow extensions and Skygo needs Silverlight.

It doesn't remove all the pictures I think. It depends how the website is laid out, if they are in the text body I think it keeps them and puts them in line. Pictures on the sides eg adverts are removed.
