I have this strange bug with camera flash... Don't know if it existed before but I definitely have it on latest .448 W10m build and latest Windows camera app version. I also have Lumia 950 and it does not exhibit the same behaviour. If I set flash to 'auto' and turn on 'Focus light' in settings...
