Step into the same problem as you. Lumia black (Ukraine-Moldova CV) and with the developers preview channel too. No solution found on the DP. So I decided to reset the phone via Nokia Recovery Tool to the painful 8.0 and now it works. Much worse than 8.1, but it works :( No Lumia Cyan for my...
