Neither. The 950XL is WAY overpriced and the Surface Phone probably won't release until late 2nd QTR at the earliest. Go buy a Coship Moly X for $299 and save yourself a ton of money. It's 5.5", 1080p, and has the SD410 which is 64-bit ready for redstone.
