i just found that im using 7.5 wp ._. is it the probleme?

it can't be from the internet , because i got another nokia lumia 520 , and it dawnloads normally :s

btw : when i start dawnloading , even a file of 1mb , it starts normally from 0% to 23% , then it says Action required , press here , and it says that my internet is slow and need to resume it , when i do , it goes from 23% to 39% and it says it again , when it reachs 50% , it says it again ...
